Сводный закон о контроле над преступностью и обеспечении безопасности на улицах 1968 годаПервый основополагающий закон, целью которого было усиление правоохранительных органов для борьбы с преступностью. Предусматривал федеральное субсидирование штатов с целью расширения их возможностей для борьбы с преступностью, одновременно повышая роль правительства США в проведении правоохранительных мероприятий на местах. В частности, предусматривал определенные меры по контролю за продажей оружия, узаконил добровольные признания в тех случаях, когда процедура ареста не сопровождалась сообщением арестованному его прав, или происходила задержка в предъявлении обвинения [ arraignment], что в соответствии с "правилом Миранды" [ Miranda rule] ранее не допускалось. Несмотря на очевидное нарушение неприкосновенности частной жизни [ privacy], разрешил прослушивание телефонных разговоров в течение 48 часов по некоторым делам федеральной юрисдикции без предварительной санкции судьи.
